the Wyoming Coalition for the Homeless (WCH) operates Cheyenne’s Day Center, providing a safe and welcoming space for individuals experiencing homelessness. Located at 907 Campbell Avenue, we offer meals, coffee, showers, laundry services, and support to help meet basic needs and connect people with resources.
 

we provide hot coffee, two daily meals, showers, laundry services, and access to bicycles for transportation, helping individuals meet their immediate needs while working toward stability and independence. Since 1990, WCH has proudly served thousands of individuals in Cheyenne’s homeless community. Guided by dignity, compassion, and hope, we remain committed to expanding our impact and continuing to serve those who need support.

The Wyoming Coalition for the Homeless is a 501(c)(3) nonprofit organization and operates entirely through donations, grants, and community support.

Our History
 

The Wyoming Coalition for the Homeless began in 1990 as a grassroots effort focused on raising awareness about homelessness and connecting Wyoming agencies with national resources. Early initiatives included publishing a monthly newsletter, hosting an annual Homeless Memorial Day on December 21, and sharing important updates and information with local service providers throughout the state.

The Birth of the Welcome Mat Day Center

In 1993, individuals who had previously experienced homelessness approached WCH with an idea to create an arts empowerment program. The WCH board supported the concept and began searching for a location. By May 1994, a space was secured within the Needs building, marking the beginning of what would become the Welcome Mat Day Center, Cheyenne’s only daytime center for people experiencing homelessness.

What started as an arts initiative quickly grew into a welcoming community space offering coffee, snacks, and support. The program also inspired the creation of Street Views, a literary magazine featuring writing and artwork created by individuals experiencing homelessness. Volunteers also began sewing sleeping bags for both children and adults in need.

Expanding Services

In 1999, WCH opened a separate clothing closet for the homeless community. Around the same time, a generous donation of stocks and bonds allowed the organization to seek a permanent home.

In August 2000, WCH purchased the building at 907 Logan Avenue (later renamed Campbell Avenue by the city), where the Welcome Mat continues to operate today. As services expanded, donated bicycles were repaired and distributed to individuals who needed transportation for work, appointments, and daily needs.

In 2006, thanks to a grant from the Daniel’s Fund, WCH installed showers and laundry facilities, making the Welcome Mat the only place in Cheyenne where individuals experiencing homelessness could access free daytime showers and laundry services.

Community Partnerships and Volunteers

The continued success of WCH has been made possible through strong community partnerships and volunteer support. Organizations such as St. Peter’s Church, Lowe’s Heroes, Cheyenne Evangelical Free Church, Knife River Corporation, Warren Air Force Base, Eagle Scout projects, Central High School, and Berean Fundamental Church have contributed time, labor, and resources to help improve the center and expand services.

Volunteers have helped repair bicycles, paint buildings, move furniture, complete maintenance projects, and even create community spaces such as playgrounds.

Collaboration with Social Services

Recognizing that no single organization can meet every need, WCH works closely with other social service agencies in the community, including COMEA House, the Salvation Army, Community Action, Needs, and St. Joseph’s Catholic Church Pantry. By coordinating services and sharing resources, these partnerships ensure that more individuals receive the help they need.

WCH also redistributes surplus donations and resources to other organizations and individuals in need, extending the impact of community generosity beyond the Welcome Mat itself.

A Continuing Mission

Since its founding, the Wyoming Coalition for the Homeless has remained a beacon of hope and compassion for individuals facing homelessness in Cheyenne. Through community support, partnerships, and dedicated volunteers, WCH continues working toward a stronger, more compassionate community where everyone has access to dignity, resources, and opportunity.

ARTICLE I — NAME

The name of this organization shall be Wyoming Coalition for the Homeless, hereafter referred to as WCH.

WCH is a non-profit organization formed for charitable and educational purposes and is incorporated under the laws of the State of Wyoming.

ARTICLE II — PURPOSE

The purpose of WCH is to:

  • Decrease the incidence of homelessness

  • Improve the quality of services available to people experiencing homelessness

  • Promote systemic change

  • Address the institutional roots of homelessness

These goals will be accomplished through education, advocacy, direct services, and resource development.

ARTICLE III — BOARD OF DIRECTORS

Section 1 — Responsibilities

The Board of Directors is responsible for:

  • Policy making

  • Organizational planning

  • Supervising administration and fiscal affairs

  • Approving the annual operating budget

  • Establishing rules and regulations for conducting WCH business

The Board may delegate duties and authority to officers, agents, or employees when necessary.

Section 2 — Board Composition

The Board of Directors shall consist of no fewer than three (3) and no more than eleven (11) members.

  • Terms of service are a minimum of three years

  • Members in good standing may continue serving after their term

  • Vacancies may be filled by vote of the Board

Section 3 — Representation

The Board should include representation from diverse areas of the community, including:

  • Community leaders

  • Individuals with administrative or financial experience

  • Minority representatives

  • Individuals with lived experience of homelessness

Section 4 — Compensation

Board members serve voluntarily and receive no compensation. Board members may not profit from WCH transactions or information gained through their position.

Section 5 — Expectations of Board Members

Board members are expected to:

  • Attend at least 75% of scheduled meetings

  • Respond to emails, texts, or correspondence in a timely manner

Section 6 — Attendance

Any Board member with three consecutive unexcused absences from regular meetings shall be automatically removed from the Board.

An unexcused absence is defined as:

  • No call

  • No notice

  • Failure to provide at least two hours notice prior to the meeting.

Section 7 — Removal or Resignation

If necessary, the Board may request the resignation of a member or vote to remove them.

  • Resignations must be submitted in writing

  • Notice must be given 10 days prior to Board action

  • Any property belonging to WCH must be returned upon resignation or removal.

Section 8 — Executive Director

The Board of Directors is responsible for hiring and terminating the Executive Director.

The Executive Director:

  • Serves as the Administrative and Program Officer

  • Oversees day-to-day operations

  • May hire and terminate additional employees with Board approval

  • Maintains staff job descriptions within the WCH continuity book or website.

Section 9 — Complaints

Anyone with a complaint regarding WCH operations should:

  1. First discuss the concern with the Executive Director.

  2. If unresolved, submit the complaint in writing addressed to the Board.

  3. The Board may review the matter and conduct interviews if necessary.

Unsigned complaints or rumors will not be considered.

ARTICLE IV — OFFICERS

Section 1 — Officer Positions

The officers of WCH shall be:

  • Chairperson

  • Vice Chairperson

  • Secretary

  • Treasurer

Officers are elected at the Annual Meeting and may serve multiple terms.

Section 2 — Financial Authority

The Chairperson, Treasurer, and Executive Director shall be authorized signers on WCH bank accounts.

Section 3 — Financial Oversight

The Treasurer shall review monthly financial documents including:

  • Financial statements

  • Check register

  • Bank statements

  • Donation lists

Documents must be:

  • Reviewed

  • Signed

  • Dated

  • Returned to the Executive Director for filing.

ARTICLE V — COMMITTEES

Section 1 — Committee Appointments

The Chairperson may appoint standing committees with Board approval.

Section 2 — Executive Committee

The Executive Committee consists of:

  • The four elected officers

  • Two at-large Board members elected at the Annual Meeting

Section 3 — Nomination Committee

At least two months before the Annual Meeting, the Chairperson shall appoint a committee to present candidates for:

  • Vacant Board positions

  • Officer positions

ARTICLE VI — MEETINGS

Section 1 — Annual Meeting

The Annual Meeting shall be held each January.

The Board shall meet at least quarterly, or more often if necessary.

Section 2 — Quorum

A quorum shall consist of three Board members.

Members with excused absences may vote by proxy.

Section 3 — Voting Between Meetings

If necessary, the Chairperson may poll the Board by phone or email between meetings.

Section 4 — Meeting Agenda

Board meeting agendas shall include:

  • Approval of minutes

  • Treasurer's financial report

  • Committee reports

  • Old business

  • New business

  • General discussion

Section 5 — Meeting Minutes

Meeting minutes shall be distributed to Board members and the Executive Director within 10 days of the meeting.

ARTICLE VII — NON-DISCRIMINATION

WCH shall not discriminate in services, hiring, or volunteer opportunities based on:

  • Race

  • Color

  • Religion

  • Age

  • Sex

  • Disability

  • Family status

  • National origin

ARTICLE VIII — AMENDMENTS

These by-laws may be amended by majority vote of the Board, provided the Board receives two weeks advance notice of proposed changes.

ARTICLE IX — DISSOLUTION

If WCH dissolves, its assets shall be distributed to another 501(c)(3) nonprofit organization selected by the Board of Directors.

No assets may be distributed to individual members.
